Characters are parsed into a group. Groups are divided by Nation they are based in/come from. Leaders indicate the person you must talk to gain acceptance that group, NOT the actual 'IC' leader of the group. Characters belonging to these groups can be found in the Approved Character Index. — Any warriors within the Northern and Southern Water Tribe will be automatically placed into this group. In the North, this group is only open for Males. In the South, it MAY be open to members of both genders if a female wishes to take on a 'warrior' aspect while all the men are away. This group defends the Water Tribes and also aids the Earth Kingdom.[/li][/ul] [/li][li] Earth — Members of the Earth Kingdom's standard military are placed in this group. NOTE: All information subject to change.
Name: Northern & Southern Water Tribe Citizens
Public or Private: Public
Leader: Chief Arnook (north) / Chief Hakoda, Elder “Gran Gran” Kanna in his absence (south)
Located in: Shai City, North Pole / South Pole in Shuen City and elsewhere
Personality: Represented by the season of winter and embracing the element of water, people of the Water Tribe are capable of adapting themselves to many things. Individual and familial personalities aside, as a people, the Water Tribe are well known to share a deep sense of community and love that binds them together through any circumstance and across any distance. Though existing at separate ends of the planet, both regions of the tribe still possess cultural similarities despite whatever differences have developed between them, such as a strong, ethnically homogenous appearance. They are often recognizably and commonly of a darker skintone on average than peoples of the other nations, ranging from a light or pale brown to very darker shades of brown. Members of the Water Tribe share blue eyes of various hues and hair in varying shades of brown or black. Within both regions of the tribe and among both genders, they tend to wear their hair long with women commonly braiding, bunning or plaiting their hair in simple or elaborate styles while men lean toward wearing their hair long or in pony tails but are not restricted from other styles. Names among both the Northern & Southern Water Tribes tend to include the sounds “K,” “OH”, “AH” or “AW” or some combination of any.
Living within an arctic climate, clothing among both regions of the Water Tribe maintain a similarity with one another. The vast majority of their clothing is made from some part of an animal found in their environment, varying in thickness, durability and purpose. It is not uncommon for them to dress in multiple layers of clothing with their outermost wear being comprised of a parka, heavy trousers worn over other leggings or by themselves, gloves or three finger mittens and boots. Underneath is a, sometimes multiple, layer of regular clothing more noticeable while indoors that while varying in taste and style bears some similarity to the fashion choices of other Nations. This portion of their outfit is sometimes worn with a pair of long sleeved and legged underneath for added warmth.
Yet the people of the Water Tribe are not restricted to just cold weather wear as they also crafts clothing geared for much warmer climates. These clothes are often not as thick and are either short sleeved or sleeveless. And much like their regular attire, this clothing often worn while away from the arctic bears no great difference in style compared to the clothing trends found in other nations. Like all other nations their clothing is dyed a particular set of colours ranging in varying degrees. The predominant colour of their attire, and culture, is blue with white only ever seen as an accent. The colours purple and yellow are not uncommon though are rarely employed nonetheless.
Their art, architecture, crafts, clothing and symbols heavily employ the use of curvilinear designs with symbols and symbolism revolving around water, the night sky, animal life and their environment. The symbol they use to associate with waterbending is a circle with a stylized ocean wave facing right comprised of three diagonal waving lines in the lower half under three inwardly spiraling crests at the upper half. The cultural emblem for themselves as a whole is noted by a circle comprised of a waning crescent moon at left and three wavy lines taking much of the circle’s lower half. This emblem represents Tui and La, the Moon and Ocean spirits residing in Shai City, who embody the concept of Yin and Yang and harmony.
Though there is no one, single person that speaks for both the Northern & Southern Water Tribe, each region lends guidance and authority to a single individual or chief. For the Northern Water Tribe, it is supposed that leadership is hereditary with their chieftain aided by a council partly reflecting their society where people are classed by their social status, profession and gender. Meanwhile, people of the Southern Water Tribe live with a less stratified structure where a person’s role can be fluid and members can regularly possess more than one profession (for exmaple, virtually every adult male in the Southern Water Tribe is at least a hunter, warrior, fisherman and sailor with varying proficiency). Here, the chieftain wields power as an almost unassisted head-of-state with his position speculated to be either hereditary or democratically elected.
History: Far back in time, the entirety of the Water Tribe existed solely in the North Pole. At some time during this far off age, waterbenders constructed a massive, single city to unite them all. This one home for the entire population became Shai City. But united as they were, there once came a period of civil unrest within the tribe. Eventually, and probably to divert potential disaster, members of the tribe emigrated to the South Pole where they birthed the Southern Water Tribe and created the sister capital, Shuen City, to be their home. It would seem that no great bitterness existed between the two regions after the schism as regular contact between the two existed, annually culminating in the New Moon Celebration. However it is uncertain whether this festival existed before or after the schism, yet it further aids in maintaining a familial bond between the Northern & Southern Water Tribe. However, due to the Fire Nation’s expansionist efforts resulting in a global war, contact between the Northern & Southern Water Tribes deterred to virtual nonexistence.
Some 85 years before Avatar Aang’s return, it is presumed that the Fire Nation launched one of there larger assaults against the Northern Water Tribe and were eventually defeated by its defenders. From then on it would appear the Fire Nation resorted to occasionally raids while the Northern Water Tribe isolated itself from the outside world. Meanwhile, the Southern Water Tribe’s Shuen City proved difficult to defend due to it being built upon open tundra, compared to the Shai City which was housed partly in a glacier, and the Fire Nation's efforts of heavily targeting waterbenders. For much of that time before Avatar Aang’s return, the Southern Water Tribe was raided by the Fire Nation, often singling out waterbenders each time. Consistently battered and demoralized, much of Shuen City's population scattered themselves across the tundra for safety. Fire Nation raiding parties continued to plague the South Pole until two years prior to Avatar Aang’s reappearance when the then latest Fire Nation raid attempted to murder the last known waterbender in the South Pole. This tragedy, resulting in the death of Chief Hakoda wife while protecting their waterbending daughter, further motivated many of the Southern Water Tribe's warriors to band together and eventually set sail to Earth Kingdom to help its inhabitants campaign against the Fire Nation.
Since then the elderly, women and children of the Southern Water Tribe have managed to continue day-to-day life without the aid and abilities of many of their able bodied menfolk. To some extent women and boys near the age of adulthood have attempted to fill in for their men's absence while being left alone by the Fire Nation for the most part. Meanwhile, after Avatar Aang's reappearance and eventual visit to the North Pole, the Northern Water Tribe isolation was torn from them by Admiral Zhao's siege followed months later by Commodore Dian's air raids. Obtaining victory over the Fire Nation, first with the Avatar's aid and then without, the Northern Water Tribe has willed itself to face the wider world once again. Militarily they have sent a temporary expedition force of warriors to the Earth Kingdom and even constructed from defeated Fire Nation vessels and POWs their first ironclad, the Yue, deployed to terrorize Fire Nation shipping lanes. But maybe important of all, the Northern Water Tribe have chosen to reestablish ties with their sister, the Southern Water Tribe, by sending a contingent of waterbenders and warriors and average citizens to aid in healing and rebuilding the Southern Water Tribe.

NOTE: All information subject to change. Quoted text originally from dear Kura.
Name: Northern Water Tribe Warriors
Public or Private: Public
Leader: Chief Arnook
Located in: Shai City, North Pole
Personality: Reflecting their stratified society, the Northern Water Tribe’s society of warriors are all male who either pursue the life of a warrior as their sole career or alongside another tradecraft. These men range in age from their early teens to able bodied elders.
''''The warriors of the Northern Water Tribe are a proud people. They fight with honor, doing so under the grace and protection of the great spirits (most notably Tui and La—the Spirit of the Ocean and Spirit of the Moon). To quote Chief Arnook, the is their “family.” As such, the warriors of the Northern Water Tribe fight not just for honor and duty, but to protect their family as well.
The warriors wear the mark of their chief when in battle—three red stripes running parallel on their forehead. The waterbenders simply wear their parka with the hood up, as well as a cloth covering their face from the nose down. Non-bending warriors wear face paint; grey face paint covers the entire face, with two black stripes running parallel down the lower part of the chin. The area around their eyes is also covered in black, and instead of eyebrows they have white face paint in its place. They wear a headdress of sorts made of white fur—possibly rabbit fur—and a bone choker is worn around their neck.''''
Armour worn by nonbenders is quite similar to that worn by their Southern Water Tribe kin. The basic outfit is comprised of a durable two piece, form fitting buckskin (or some form of animalskin) set comprised of a long sleeved shirt ending in fingerless gloves with a pair of long legged, footed leggings. These serve not only to provide full body movement for the warrior but also to keep him warm in the artic climate. Tied to each arm is an arm length vambrace, forearm guard, of heavy leather. Completing the outfit is a two piece set of heavy animalhide amounting to an almost knee-length loincloth along with wrappings around the upper body and over the shoulders to form a sort of cuirass. Waterbenders are hardly seen to use anything other than their bending whereas nonbenders of the tribe use a vast array of weapons, some of which double as hunting implements. These tools include but are not limited to clubs, axes, knives, short swords, boomerangs, machetes, shields, atlatls, slings, hammers and the ubiquitous spear; and though a great many are constructed from bone and hide, there is the uncommon sight of those partially made from stone or metal.
History: ''''The Northern Water Tribe was attacked by the Fire Nation about 85 years ago. The outcome of the battle is unknown, but it can be assumed that the warriors of the Northern Water Tribe managed to keep the Fire Nation at bay. However, the Northern Water Tribe has since kept itself secluded from the rest of the world.''''
Bearing an isolationist policy from then on, the Northern Water Tribe strived as a self-sufficient city-state and made little contact with the outside world. However, the tribe’s longer range vessels indicate some minor trade with a portion of the Earth Kingdom continued; meanwhile shorter range craft patrol the arctic waters outside the city amidst countless waterbending constructed icebergs to protect their borders.
Recent events of Avatar Aang’s arrival, soon followed by Admiral Zhao’s siege and months later Commodore Dian’s air raids, have dissolved the tribe’s isolationist stance. This has resulted in an goodwill contingent of warriors and citizens sailing aid the Southern Water Tribe’s citizens and infrastructure in the South Pole, a temporary expedition force of warriors in the Earth Kingdom and constructing from defeated Fire Nation vessels and prisoners their first ironclad, the Yue, to harass Fire Nation shipping. However, unlike their sister tribe in the South Pole, the majority of the North’s warriors still remain at home to protect Shai City.

Name: Southern Water Tribe Warriors
Public or Private: Public
Leader: Chief Hakoda
Located in: originally Shuen City, South Pole but currently campaigning in the Earth Kingdom
Personality: Not bound by the social restrictions of their sister tribe in the North Pole, membership in the Southern Water Tribe’s warrior society MAY be open to members of both genders. Their ranks age from those in their early teens to the able bodied elderly. Among men, virtually every male of age in the tribe is a warrior as well as hunter alongside whatever personal pursuit they have chosen. Tragically, due to the terror tactics of the Fire Nation, there are currently no known (active) waterbenders throughout the tribe other than citizen Katara.
''''Embracing the meanings of familial love and community their culture holds so dear, a strong bond of friendship exists between the warriors. There is a substantial span between the ages of the warriors, though they are all unified in purpose.
The majority of the men wear their hair in a ‘wolf tail’ in some form or another, though this is sometimes nothing but a matter of personal taste. The Southern Water Tribe Warriors generally use traditional bonecrafted weaponry, but some have purchased various metal weapons made in the Earth Kingdom that are similar to their own.
The men, none of them waterbenders, don war paint before entering battle. These patterns are painted over a solid gray foundation and consist of a long black triangle running down the middle of the forehead from the hairline, then a white section covering the ears and reaching diagonally to the mouth and covering the bottom lip, as well as two tapering stripes extending up both sides of the chin, terminating halfway to the mouth. The eye area is painted black and there is a large white chevrons situation above both eyebrows.''''
Armour worn by all the warriors is quite similar to that worn by the nonbending warriors of the Northern Water Tribe. This outfit is comprised of a durable two piece, form fitting buckskin (or some form of animalskin) set of long sleeved shirt ending in fingerless gloves and a pair of long legged, footed trousers. These serve not only to provide full body movement for the warrior but also to keep him warm amidst the arctic climate. Tied to each arm is an arm length vambrace, forearm guard, of heavy leather. Completing the outfit is a two piece set of heavy animalhide forming an almost knee-length loincloth along with wrappings around the upper body and over the shoulders to form a sort of cuirass.
The Southern Water Tribe’s warriors fighting beside Hakdoda also possess a second set of armour, likely worn due to the warmer climate away from their home in the arctic. Yet it is uncertain whether it was brought with them from the South Pole, constructed during their expedition in the Earth Kingdom or a combination of both. The basic design begins with a heavy, hauberk-like animalhide shirt worn over their present attire. This hoodless shirt is either short sleeved or sleevelsss with a slit at the thighs allowing the front and back to reach as far down as the knees. Following next is a pair of heavy leather vambraces, or forearm guards, and a heavy animalhide mantle protecting the chest, back, upper arms and shoulders. Most notable with their armour is the leather, open face helmet stylized into a wolf's head with the wearer's face visible through the wolf's open maw and attached to the rear of it is an animalhide cowl to protect the wearer's neck. Weaponry is much the same as the Northern Water Tribe and include but is not limited to: knives, clubs, hammers, atlatls, shields, machetes, boomerangs, slings, axes, short swords and spears. Constructed mainly from bone and hide, there are instances of metal varieties of their weapons, either handed down or purchased in the Earth Kingdom.
History: ''''The warriors of the Southern Water Tribe faced the Fire Nation many a time since the war began, each time suffering great losses, causing the once great Shuen City to dwindle in size. Two years ago, a unanimous decision was made to leave for the Earth Kingdom to assist the Earth Kingdom in their militaristic efforts. The chief, Hakoda, entrusted the protection of their small group of people to the oldest male left behind, his son Sokka, who was fourteen years of age at the time.
Heading out in four ships each carrying their fair share of warriors, they trailed the coastlines of the large nation so unfamiliar to them. The excursion lasting those two years brought numerous battles, resulting some casualties on their part, but the tribesmen stuck together through it all. Upon reaching the grand city of Ba Sing Sei, capital of the Earth Kingdom, the Earth King commisioned them to guard Chameleon Bay, where the warriors have been stationed every since.''''

NOTE: by Sekar
Name: Foggy Swamp Folk
Public or Private: Public
Leader: There is no known leader, Huu might be considered the leader being Enlightened
Located in: Earth Kingdom, Foggy Swamp
Personality: The people of the Foggy Swamp are kind folk, they can be very crude and backwards. Seeming uncivilized by normal Earth Kingdom citizens and Water Tribe. They lack manners and have very odd accent. Yet they are skilled living very taxing environment.
Their dress is meant for the humid and damp lifestyle. The waterfolk that live in the swamp remind one of the people that live in Amazon and the people in the South Asian islands. With a Bbit of the hilly-billy lifestyle of the Louisiana Bayou and even Appalachia . They are spiritual with a love a deep respect for nature and the wildlife. They learned to live with the swamp not against it.
Men wear loincloths of several shades of green, and have bandages and wrappings of a cloth of some sort on their arms and legs. Around the neck are necklaces of beads or string. They wear a leaf hat to keep the rain off them. Their simple clothing reflects their very simple lifestyle and manners as well as the humid environment.
Women wear green tube tops and skirts or sarongs with the same leaf hat. Some do go barefoot or were woven sandals. Their clothing is modest but still feel flowing for the hot weather. Some do get way with walking around topless once in a while but it is not a common event. They also wear the typical wrappings as men do and wear the beaded necklaces.
As far as appearance goes in had. Swamp-benders. Have a lighter skin tone then their polar kin. Dark hair was the same, except long and braided or styled in different fashions for women, but most have brown or "earthy" eyes. Blue eyes became a recessive trait.
History: The Foggy swamp benders migrated from the south pole and resident in the murky marsh, because it more like home with the water.
Over they years, changes began to take place with in the swamp people. They adapted by through the humid climate and strange flora and fauna. Most learn to eat what they find. Bugs, fish, reptiles and everything in between. Swamp folk are hearty survivors and they have learn that a discerning taste is not helpful if you want to live. They also learn to adapt to many typhoons, floods and bouts of disease. They in that regard are like their cousins, adaptive and creative to new situations.
Their skiffs are light weight and easy to maneuver, most fishermen, and hunters have them to look for food and find fruit and vegetables. Waterbenders learned to manipulate the skiffs and are the most common form of transportation.
As for pets, Swampies love catgators. Bottom feeders, and often thought to be ugly, but in truth to, they are docile to humans and many residents keep them as pets. Shamans, witch doctors and spiritualists, like to have them as familiars.
In combat, Swampies are strong and powerful fighters. They rely on teamwork and have a strong sense of family and loyalty. They work well together and make excellent back up. Vinebenders are also pretty deadly and a force to be reckoned with. No one knows of the abilities of shamans and mystics who live in the swamp.
In time the swamp folk have forgotten about their ancestry and don't remember about polar cousins, unless prompted or introduce. They have their own unique culture cut off from the poles, they also master southern water tribe style of puppet mastery. Accomplished water benders can bend the water filled vines. The only one that has been known to do this is Huu.

GROUP RE-WRITE
Name: The Rebellion
Public or Private: Earth Kingdom Sects Public / Fire Nation Sects Private (See Jialing)
Leader: Chu Ye Ling (Jialing is the OOC Leader).
Located in: The Earth Kingdom Branches are headquartered in the run-down city of Tachi Dai. Once a bustling city with its income coming from the coal mines underground, it has been attacked again and again by the Fire Nation over the past 100 years. The coal industry is gone and less than 1/3 of the original inhabitants remain there. Many of them are Rebels or supporters with the ChunDong tavern as their front of operations. There is a sect within the Fire Nation headed by the nobility that originally started to back the Earth Kingdom Resistance. Their exact location is unknown, as well as their membership.
Personality: The Rebellion has no collective personality. Its members are as diverse as the grains of sand on a beach. They are all united in their goal to halt the war and that is all. The Earth Kingdom forces want the full withdrawal of the Fire Nation from their land and the surrender of the Fire Lord. The Earth Kingdom’s ragtag forces are made up of laborers, farmers, merchants, and a variety of other low-class citizens scattered around the Eastern half of the Earth Kingdom. Many of them lie in areas already annexed by the Fire Nation, some even within the colonized territories. They are ambitious, but poor. Some have proven to be natural leaders, some strategists and the collective forces have been divided into individual cells. They are fractured and loosely connected through their leader’s ties. The Fire Nation sect simply wants the War to be reexamined for its purpose and design. The Fire Nation supporters, all low-ranking Nobility, are not against the idea that the Fire Nation is supreme, in fact they believe it. However, they feel that this war of attrition is simply dragging on without a victor. They would not mind seeing Fire Lord Ozai removed from power but fear his daughter and favor his disgraced, and banished son. They provide clandestine support to the Earth Kingdom cells through money, intelligence and shipping of goods. The nobles and their families have been handpicked by Chu Ye Ling after much consideration before allowing them into his plot. They must prove to share the same ideals, yet be very secretive of their true feelings. Any sign of traitorous thoughts could bring about the downfall of the entire operation. While the Nobles work through the interior of the Fire Nation, trying to Sway the Fire Lord’s counsel and start movements the Earth Kingdom Forces are involved in actively disrupting supply lines, causing chaos in settled towns and colonies, and backing local militias against the Fire Nation advance. They are seen as a pest by the former Earth Kingdom army but they tolerate them because the Rebels, working in small, clandestine groups networked across the map, can often go where the trained army can not.
History:
The Rebellion is the idea of one man. A bó or count of the Fire Nation, Chun Ye Ling leads the Ling barony and is the elderly patron of the Ling family. He served his nation as a Fire Lord Solider, rising through the ranks to become a Major within the Fire Nation Army. He retired at the ripe age of 57 years old when old battlefield injuries finally forced him into retirement. Around the same time, while he began to absorb the teachings of peace and serenity, his youngest son was killed on the front lines. Yeng Ye Ling was only 23 years old with a brand new wife and a child on the way. The chilled, cold way that the Fire Nation treated the death of a low-ranking soldier in a never ending war is what drove Chu to create the rebellion.
He began by first sending anonymous aid to the Earth Kingdom, using his rank and influence to bypass the blockade and also the colonies. At the same time he began to, very cautiously, share his thoughts about the war with other nobility. That the war of attrition was in a stalemate, that while the Earth Kingdom obviously was lower class, that there had to be some other way to make them submit. Also, he felt that Fire Lord Ozai’s methods were too drastic, that his idea of a Kingdom of the Phoenix in which he would burn the world and recreate it anew was far too harsh. In short, Chu Ye Ling feels that Ozai and his prodigal Daughter are both insane. He supports the exiled Prince Zuko and the former Crown Prince General Iroh.
Soon enough, the nobles in the Fire nation were able to make contact with Earth Kingdom citizens, keeping themselves hidden as mysterious benefactors. The Earth kingdom citizens were more than happy, not questioning the aid that came trickling in. Over the years, the group has spread, mostly by word of mouth and only among the most trusted. A spide-web like network exists all over the eastern Earth Kingdom; various cells acting on their own. Communication is very difficult with the distances and also the war. In addition to their intense secrecy they have to keep their benefactors secret. Only a select few actually know that much of their money and supplies come from the Fire Nation itself. Contact is run mostly by messengers either on foot, or mounts. Usually they are one or two person squads able to move quickly and without detection. Occasionally, birds are used, especially Fire Nation Messgener Hawks within the Fire Nation and the Colonized regions.
Earth Kingdom members often have very little training. Some are ex-military and are trained in weaponry, stealth, communication, disarmament and strategy but most of them are simply, self trained peasants. If they have any experience in the art of war tactics, and insurgency, then they are surely self trained. A few of the cells that have better access to the Military actually have proper training. These members are the most valuable and as a result, often lead but are rarely out on the every day runs and raids. The raids are often for supplies, slowing down the Fire Nation Forces and forcing them to resupply or even turn around. Often times they simply spy, reporting the enemy’s actions back to the Earth Kingdom Army. Many times they simply ride in Fire Nation controlled areas and enticing civilian unrest, feeding them with food and goods. Communication with the Fire Nation Sect has been spotty at best, at times being unreachable for months. The donations have decreased, leading some to wonder if Chu Ye Ling has died or if the rebellion has been discovered to originate in the Fire Nation.
