Well in that case maybe you should have a certain time limit on when people can sign up. Like registration could be open for a a few weeks and during the time of open registration you could do the random selection. Then close registrtion for a while and people who register during colsed registration wont have the chance to be randomly selcted, and they will have to be non benders until registration opens agian. That would take down the bender population.
